The Royal Government of Cambodia (RGC) yesterday organised a meeting to gather input for the draft of the National Strategic Development Plan (NSDP), a five-year roadmap aimed at promoting socio-economic development, sustainable growth, public welfare and resilience against emerging challenges.
Presiding over the meeting, Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance (MEF), and also Chairman of the Economic and Financial Policy Committee (EFPC) emphasised that the draft of the NSDP is a continuation of the NSDP 2019-2023, intended for implementation under the leadership of Prime Minister Hun Manet.
“NSDP, the third-highest priority of the RGC, translates the key strategic policy directions outlined in the ‘Pentagonal Strategy-Phase One’ into practical, reform-oriented actions,” he said.
Pornmoniroth went on to add that the NSDP outlines priority activities and programmes both sector-wise and cross-sectoral basis, serving as a strategic guide for all relevant ministries and institutions in formulating their strategic plans.
He stressed that the NSDP provides a unified framework for mobilising and coordinating national and international resources to finance the implementation of activities, programmes and projects.
“This framework ensures alignment of resource utilisation with national priorities and establishes mechanisms for monitoring and evaluating progress against defined indicators and targets.”
The Deputy Prime Minister added that this serves as a foundation for adjusting priorities and resource allocation based on evidence, enhancing accountability and considering Cambodia’s participation in implementing global development agendas.
According to MEF press release, participants reviewed and discussed the draft coordinated by the Ministry of Planning (MoP) and submitted it to relevant ministries, institutions, development partners, and non-governmental organisations to gather input and feedback.
They also examined the strategic importance of the plan, delving deep into the content of each section to ensure coherence and consistency with the core documents of the RGC.
Additionally, they verified data, provided suggestions on key indicators, and offered input to refine the draft strategy before seeking approval from the Premier, the statement added.
Pornmoniroth appreciated the relevant ministries and institutions for their collaboration with MoP in preparing the NSDP draft.
He also acknowledged their efforts in carefully reviewing, discussing and providing input to enhance the document, making it complete and more comprehensive.
Koeut Rith, Deputy Prime Minister and Minister of Justice, Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction (MLMUPC), Neth Pheaktra, Ministry of Information, Hem Vanndy, Minister of Industry, Science, Technology & Innovation (MISTI), Chea Vandeth, Minister of Post and Telecommunications (MPTC) and Sok Soken, Minister of Inspection, were present among other key dignitaries.
It may be noted that the NSDP 2019-2023 was developed to promote economic growth, enhance employment, and improve equity and efficiency, with the goal of achieving upper-middle-income country status by 2030.
The objective is to strengthen and safeguard the nation’s social achievements while ensuring Cambodia’s independence, integrity, sovereignty, peace, democracy, and progress.
