Cyprus regulator seeks blockchain data platform with new €180,000 tender

The Cyprus Securities and Exchange Commission (CySEC) has announced the launch of a public tender for the provision of ‘Crypto-Asset Market Intelligence and Blockchain Analysis Service Solutions‘.

The tender seeks a specialised provider capable of delivering instant and ongoing access for three users to a blockchain data platform through a Software-as-a-Service (SaaS) solution.

It also requires immediate customised training, continuous live support, and access to educational materials.

The service contract is intended to cover a three-year period, structured as one year initially with the possibility of two annual renewals (1+1+1).

CySEC specified that the estimated value of the contract is €180,000, and it will be awarded based on the best price-quality ratio.

Interested parties must submit their tenders by May 19, 2025, at 13:00 local time, with the unsealing of offers scheduled for May 19, 2025, at 13:30.

The tender process will be conducted under the provisions of Cyprus Law 73(I)/2016, which aligns with the European Union’s 2014/24/EU directive on public procurement.

The services fall under the categories of software programming and consultancy services, as well as data services.

The tender notice also states that the competition will not include electronic auctions, and multiple bids from the same entity will not be accepted.

The announcement also pointed out that no European Union funding will support this contract.

Moreover, CySEC emphasised the importance of receiving clarifications, allowing interested bidders to submit clarification requests up until May 2, 2025 at 13:00.
